Checked 4 November 2026

A civil marriage is a legally recognised marriage conducted by a Registrar. Under a law passed in 2024, civil marriage registration is moving from URSB to NIRA, so check which office handles your district before you start.

Requirements

  • Both partners must be 18 or older and free to marry
  • National IDs (or passports for foreigners)
  • Affidavits confirming your marital status
  • Notice of intention to marry (Form A)
  • A letter from the LC1 and proof you have lived in the district for at least 15 days
  • Proof of payment (PRN receipt)

Steps

  1. Submit the notice of intention to marry and supporting documents at the Registrar's office.
  2. The notice is publicly displayed for 21 days so anyone can object.
  3. The marriage must take place within 90 days of the notice.
  4. Attend the ceremony with two witnesses and sign the register.
  5. Collect your marriage certificate.

Fees

Under the previous URSB schedule, fees were about UGX 10,000 (notice), UGX 200,000 (celebration at the Registrar's office) and UGX 25,000 (certificate). Fees under NIRA may differ – confirm before paying.
