Driving permits in Uganda are issued through the Uganda Driver Licensing System (UDLS) on behalf of the Ministry of Works and Transport. All fees are paid with a URA PRN – no cash is accepted at UDLS offices.
Step 1: Get a learner's permit
- Generate a PRN for the learner's permit on the URA portal (or ask at a UDLS office) and pay at a bank or by mobile money.
- Go to a UDLS office with your National ID and payment receipt. Your photo and details are captured.
- The learner's permit is valid for 3 months and can be renewed.
Step 2: Learn and pass the driving test
- Train with a registered driving school.
- Book your test for each class you want (e.g. Class B for cars, A for motorcycles).
- The test has a theory part and a practical part.
Step 3: Pay for and collect your full permit
Pay the permit fee using a PRN, then return to UDLS for capture and collection.

New full permit fees depend on the validity period and class. UDLS lists about 135,000 (1 year), 230,000 (3 years) and 330,000 (5 years), but other published figures differ – confirm on udls.co.ug before paying. A duplicate (lost) permit has a separate fee.
How to renew your driving permit
- Generate a PRN for renewal (choose 1, 3 or 5 years) and pay.
- Visit a UDLS office with your old permit and National ID.
- Your photo is updated and a new permit is printed.
