UGX 714,300 for new digital plates. Swapping old plates is not yet compulsory (Nov 2026).
Uganda's Intelligent Transport Monitoring System (ITMS) introduced digital number plates fitted with a tracking chip, together with roadside cameras. Here's what you need to know – and why the rules are still changing.
How much do digital number plates cost?
The gazetted fee for a new set of digital plates is UGX 714,300. New vehicles registered since the roll-out receive digital plates.
What is the latest status? (November 2026)
This is a developing story:
- About 220,000 digital plates were installed in 2025, with a target of one million in 2026.
- In June 2026, the Attorney General declared the 2021 ITMS contract null and illegal.
- There were plate shortages and backlogs in mid-2026; the ministry later said a backlog of about 6,000 had been cleared.
- A parliamentary inquiry into the project ended around October 2026, but its report had not yet been tabled.
Mandatory replacement of old plates has not been finalised. Do not pay anyone to "swap" your plates until the Ministry of Works and Transport announces official steps.
How do I get digital plates for a new vehicle?
Plates are issued as part of vehicle registration. Pay using a PRN through the URA / Ministry of Works system, then follow the instructions on where to collect and fix the plates.
Scam alert: only pay plate fees using an official PRN. Ignore WhatsApp messages offering "cheaper" plates or penalty waivers.
